According to Luke who recorded the book of Acts Cornielus was not saved at the time of the angel visitation. The angel told him to get Apostle Peter who would tell him words how he and his family shall be saved. Peter preached and they received the Holy Ghost speaking with tongues and Peter commanded them to be baptized in the name of Jesus Christ.
